Sparks and Spurs Mission Statement

Our mission is clear: to support students in their pursuit of higher education and professional dreams. Through scholarships, mentorship, and cultural enrichment, we strive to remove barriers and open doors of opportunity for the next generation of leaders.


The Need

Scholarships are more critical than ever. Nationally, more than 80% of college students rely on financial aid to pursue their degrees, and many talented young people face financial challenges that threaten their educational journey. By raising funds through the Sparkles and Spurs Supreme Weekend, we ensure that deserving Houston-area high school seniors have the resources they need to thrive academically and professionally.

This celebration also honors the extraordinary leadership and service of community partners and individuals whose dedication to education, mentorship, and cultural development continues to inspire generations. By recognizing their legacy, we highlight the values of resilience, excellence, and empowerment that define both HMAC and DECF.

About Delta Education and Charitable Foundation (DECF)



Since 1992, Delta Education and Charitable Foundation (DECF) has been organized exclusively for charitable and educational purposes but not limited to endeavors in areas of social awareness and cultural development. DECF has assisted hundreds of young men and women by funding literacy programs, cultural enrichment events, physical and mental health programs, STEM activities, HIV/AIDS awareness initiatives, and need-based scholarships. Each year the Foundation seeks to expand its membership, sponsors and contributors in which such funding allows us to continue our purpose, expand our charitable activities in the community and fund scholarships for Houston area high school seniors.

The purpose of the Sparkles and Spurs Supreme Three‑day Scholarship Fundraising Weekend is to unite the Houston community in support of education, empowerment, and opportunity. Through this event, we seek to:

  • Expand Access to Education: Raise funds to provide scholarships for Houston‑area youth, ensuring that financial barriers do not prevent talented students from pursuing higher education.
  • Invest in Community Programming: Support initiatives that strengthen neighborhoods, foster leadership, and create safe, enriching spaces for families and young people.
  • Celebrate Unity and Generosity: Bring together diverse partners, businesses, civic leaders, alumni, and neighbors—in a shared commitment to uplifting the next generation.
  • Build Sustainable Impact: Establish a foundation of ongoing support that not only funds scholarships today but also sustain community programming for years to come.
  • Champion Higher Education and HBCUs: Promote pathways to college success while uplifting Historically Black Colleges and Universities (HBCUs) as pillars of excellence, cultural pride, and opportunity for Houston youth.


Event Overview


Day 1 – Friday, February 27 | SPARKS & SPURS SHOWDOWN: ZYDECO DANCE COMPETITION & PARTY

Step into the excitement and get your boots REDy! Our opening event will include: 

  • Zydeco Dance Competition: Watch dancers bring the heart and soul of Louisiana to Houston, competing for cash prizes with footstomping energy and infectious grooves.
  • Line Dance Group Showdown: Teams will showcase precision, creativity, and unity in a spirited competition, with winners taking home cash prizes.
  • Celebrity Judges: Esteemed figures from music, dance, and entertainment will lend their expertise, adding star power and credibility to every performance.
  • Cigar Lounge: A refined space for relaxation and conversation, offering guests a chance to unwind in style.
  • Mechanical Bull Challenge: Test your balance and bravery in this crowdpleasing attraction that guarantees laughter and cheers.
  • Vendors & More: Local businesses, artisans, and food vendors will create a vibrant marketplace, making the weekend opening night unforgettable
  • This dynamic mix of competition, entertainment, and culture ensures that every guest finds something to enjoy—while supporting scholarships for Houston youth and vital community programming.

Entertainment: Step Rideau & the Zydeco Outlaws, DJ GT Mayne + more

Attire: Black Tie Western Elegance
